I've created an OOC PM, but i can't seem to add another person into it after i've created it?,
Is this just a bug or do i have to completely create a new PM all together?

This is intentional! The reason for it is privacy concerns: when someone shares something they only want the current participants to know, and someone else later gets added to the conversation, that new participant will get to read all the things that were said before but wasn't meant for their ears.

Until there is a solution to deal with this problem so such a feature can be added, you will have to create a new PM conversation with the people you want to add and your current participants.

Sanne is correct; this feature is purposely omitted while solutions to privacy concerns are examined.
