Is there a way to add friends/enemies/acquaintences/etc to the relevant without them actually being registered RPR characters?

There isn't I'm afraid! If this is something that will be considered for future updates, the only way to bridge the gap for now is by creating an additional text widget and manually listing them as non-RPR characters.

This was something we looked into with a much more custom family tree schema early on in the site's history. I held out hope for it for many years, but at this point it's an idea in cold storage -- it's just so hugely complex and would take so much development time, and there's so many other things that are urgently needed.

The best way to do this right now is with a text widget and just writing out the extra relationships.
