Tier Zero Council

Consisting of the strongest of their kind, the T0 Council advises and influences matters of research, exploration, investigation, and military/expansionist assignments for the rest of Spectre society. Currently known to consist of a 'primary' team which contains at least five members, though rumors persist and abound that another secondary and perhaps even tertiary team also are counted among these ranks. That being said, the latter are far more theoretical than any currently existing anecdotal data may suggest.

The known members of the primary team utilize a code title and name for colloquial reference, a behavior typical of their kind.
As such, the members listed here are not meant or understood to be a comprehensive listing for the primary T0 Council team.

The current regency dictates use of a mutualistic symbiote in all ranking officers of the lower tier and above. This enables greater versatility and functioning in utilizing other species, generally being humanoids with similar (at least ~45%) genetic code, in the process of resurrection through physioarcanological marking. In addition, expansion policies dictate a strict regimen where specific megaflora are used, and these allow a significant increase of resources while at the same time maintaining order within their ranks and society.

While no obvious physical or arcane clues to these symbiotic relationships outside of their marked vessel exists, microscopic analysis through the appropriate method and of particular substances from targeted sites within their bodies will in fact evidence the symbiote's influence.
