  Backstory
  
  Malcolm has always known the power of law. His father was the chief of police afterall, dirty as hell, but still. It counts. It was no surprise to anyone that when the chief retired he opened up a small bar. The man loved his drink. He called it the Night Owl.
  
  Here is where Malcolm comes in. He was in and around that bar since before he could walk. That might technically have been illegal, but the rules don’t apply to the former chief of police. Why would they? The law didn’t have a problem with Benjamin Kemper when he knocked up a waitress of his bar, 30 years his junior. The law didn’t care that he never acknowledged the kid - even though he was the spitting image. This is a truth of the world Malcolm learned very young. Laws didn’t *mean* anything, what mattered was who made the laws, and more importantly, who enforced them.
  
  The Night Owl stood for everything that was wrong with the city. It became the place cops met to talk about the things that didn’t make the papers. Where they made less than legal deals with less than scrupulous people. Where money changed hands and the badge looked the other way.
  
  
  These days, things aren’t much different. The police still stop by occasionally, but a different kind of law is in effect at The Night Owl, Carthian Law. The old man is long gone. If Austin’s Elysium is a well lit city street where kindred trade barbs and play at civility and etiquette, the Night Owl is the darkened alleyside where the only words are hushed whispers, and silence is the only rule.
  
  It’s Austin’s best kept secret. Young Carthians meet to plot their next revolution - or push their next Law without support of their elders. Invictus neonates come to make their Oaths with young Firebrands in secret. In a soundproof backroom, a Sanctum legbreaker makes handshake deals sealed in blood with Crone Whores for aid in hunting a defector. On the requests board, ordo scientists post anonymous requests for blood from an ancient bloodline, pagan blood sorcerors openly seek virgin hearts. And Malcolm “Mal” Kemper keeps it all together.
  
  It’s known that you don’t fuck with Kemper. He’s rumoured to have a collection of torpored corpses of kindred who have wronged him stashed in the bar’s wine cellar, next to the Cabernet.
