They are permanently bound as a spirit weapon to whoever holds their fox orb.
Whether out of their own will or their master's, San can transform into a weapon. Their shape depends on the Master. San has taken many forms, being passed down from master to mistress for millennia. Should they reattain their fox orb, they have their freedom and more often then naught, it is extremely rare for them to bestow this orb to anyone else unless they are truly devoted to them. They guard their fox orb fiercely.
