Appearance: Riya is a woman in her mid twenties with a slim hourglass but athletic figure. She had short black hair with bangs in the front. She had no visible scars or marks.

Her casual clothes will often consist of black or blue jeans with a tank top, or plain T-shirts, often black or red in color. She prefers boots to sandals or tennis shoes, and is not often seen without sunglasses of sorts, even in LAPD uniform.

In costume, she wears a skin tight black suit with a flak jacket over it, as well as a various assortment of her gadgets. Along with fingerless gloves and combat boots, she'll also wear a thin strip mask, a rudimentary way to conceal her identity.

Her equipment while in costume will usually consist of her standard police pelt, along with other accessories. Her wrists contain gauntlets with slots for tonfas in them, and her bulletproof flak jacket contains numerous pouches for distractions, such as flashbombs and smoke bombs. At her belt is a standard 9mm pistol, and a extendable baton/bo staff.

Personality: Riya Baldwin is, by default, a workaholic. Her job of keeping the peace is the most important thing to her, even shutting out others because of it. She had a cold and calculating analytical mind, and this unfortunately affects her social skills with others. She can interact with others, but often times chooses not to. Of course, with all the incidents happening all over the world and her new powers, this has consistently gotten worse...

Abilities and Powers: Riya is an expert in hand to hand combat as well as a wide variety of weapons training, particularly blunt weapons like tonfas, batons, and bo staffs. She's also proficient in many firearms, but prefers small side arms like pistols.

Along with this, she possesses an analytical mind that can solve deduce where people have gone after leaving a scene and react accordingly in a fight. Her IQ is 198, but this is also in part due to her 'power'.
Riya's power is the ability to stop her perception of time, and disconnect her thoughts entirely from reality. Within this zone, she has infinite time to think of a plan and gather information. What's further, she can control her perception of time at any speed, allowing her to take in new information as it happens at her leisure.

The drawback, however, is that her body is also limited by the amount she slows down her perception. This still means, though, that she can react within fractions of a second.

Story so far: Riya Baldwin grew a normal but reclusive life in the busy Los Angeles streets. She always knew that she wanted to be a police officer, and aspired to her dreams all growing up. Upon graduating, she immediately went into the police academy.

All of this occurred before the impact occurred. One day, a meteor struck into the Pacific Ocean. From there, people began developing mutant powers, including herself. She learned that she distort the passage of time in her mind, and disconnect her thoughts. The first nights were the hardest; dreams could go on forever. She'd awaken feeling as though 10 years had gone by, when she had only been asleep for one night. It was hard, but she managed.

That's when Riya started using these abilities to her advantage. She used it to study and solve problems in her head, solve court cases that should have taken weeks in minutes, ascertain where crooks went and apprehend them with ease, and hone her personal skills. All of this while she still abided by the law.

Of course she had heard of the vigilantes rising up. It made sense; get super powers and start thinking they were heroes. However, she saw more murder scenes of these would be heroes than she did of crooks. They were idiots with no official training.

Then it happened to her cousin...

Brant Baldwin was stuck in a catatonic state after an encounter with a man who could manipulate fear. That's when Riya realized it wasn't going to stop; it was only going to get worse.

So, suiting up, Riya took to the streets. These mutant criminals needed to be stopped more actively, and who better than her?
