Pavel was born in Moscow, oldest son to the politician, Mikhail, and his wife, Jelena. With such high-profiled parents, he was destined to greatness from the very moment he was born. His father had high plans and expectations for all of his children, since Pavel would be far from their last child. As the oldest son, though, Pavel enjoyed the luxury of being pampered, loved, and taught that he was the very best - a mindset he would keep with him. His meta humans abilities showed early, creating havoc since such dangerous abilities would be harmful in the hands of a child, but his father ensured discipline and that he understood the repercussions of using them - the hard way. At this point, he was no longer the only child in the Alekseyev household, as his brother, Ilya, and sister, Katya, had been born. While he was never unsure about the fact that he indeed was the best, even of the siblings, he hated sharing the spotlight with them. It improved significantly as soon as Katya showed her abilities as well; but Ilya never showed any. Pavel and Katya's abilities were loud, dangerous, and hard to control, but Pavel found it immensely enjoyable that Ilya had nothing of the sorts - and nothing to protect him. He had the love of his father, while Ilya would cling to their mother, only making the younger brother an even better target for Pavel.
It was nothing but children's games to Pavel, of course, though he was well aware that it was so much more than that. He enjoyed the fear in his brother's eyes, how he would try and take the pain without making a sound, never telling neither their parents nor their sister, fearing that Pavel would take it out on them. It fed something within him, being able to do this, to a point where it became almost addictive, trying to improve his skills, not only his meta human abilities, but the ability to harm properly. This went on throughout most of their childhood and while he slowed it down, he couldn't help but try it again from time to time, especially when Ilya started to think that he was safe. Unfortunately, he left, using his education as an excuse while Pavel himself was studying abroad and when he himself finally returned, Ilya was nowhere to be found with no intention of coming back. What seemed to break his mother's and siblings' heart - as Vasiliy, the youngest was there at this point - had little effect on his father's and his own. He felt mostly annoyed that he would leave in such a way, but he knew that he would see him eventually and instead focused on himself.
He had returned to Russia to work. The perfect job was waiting, thanks to his father, his connections, but mainly Pavel's reputation. Meta humans were known by the government at this point and using them to covert operations for FSB had been a practice ever since and this was truly Pavel's calling. While the details are not suitable for sharing, he was truly meant for this line of work and he has soared through the ranks over the years. He met his wife, Valeriya, on the job as well with whom he has two children, Dmitri and Kseniya, the children not knowing anything about what his parents do. While his wife has retired to become a housewife - though she steps in to help whenever necessary, being a housewife just meant that she would handle the affairs from home, splitting the responsibilities between them - he is still incredibly active, his operations stretching far beyond the borders of Russia. -

For Pavel, it's all about being in control, whether it's his daily routine, his job, or his family. He has to be on top, and the best way to be this is to always be in control. This was something he learnt at a very young age, inspired heavily by his own father, and to him this is what has gained him succes. He's also able to maintain all of this control, otherwise it wouldn't work; people gladly give up when he enters the room. Making people surrender their control to him is just as enjoyable as finally possessing it.➣ C H A R M I N G

Keeping control is not easy, if you're not charming - and boy, is Pavel charming. He has a way of carrying himself, of speaking, of being that just enthrals others. Maybe it's just the power that he holds, but there's just something about his person. Whether this is being charmed or being afraid is not completely clear either. He has a certain aura around him that makes it hard to distinguish between the two.

Pavel has his methods and he's not afraid to cross the lines commonly set by decency. He actually enjoys it, crossing these boundaries, pushing people, going the extra mile - not for the sake of it, but for the fun of it. He enjoys seeing people squirm, the fear in their eyes when they know he won't stop. He has always been like this and has learnt how to hide it enough for people to foolishly trust him. Pavel's abilities are extreme and dangerous due to its raw energy and the magnitude of damage that lightning can cause. He has complete control as he has been able to train them since his early childhood, when his abilities first manifested. This makes him highly dangerous, especially since he cares little about repercussions and the pain of others, as long as he gets what he needs.
LIGHTNING MANIPULATION
Pavel has the ability to control lightning. He can summon or call forth lightning bolts from the sky or project them from his hands, using them to pierce and/or severely burn his opponents, even to the point of death. Unlike normal bolts of lightning, he can use them as concussive, or even piercing forces, which can be strong enough to affect even greater beings of strength and durability. Unlike electrical bolt projection, the lightning bolts are fare more deadly in terms of voltage and speed, which also grants tremendous temperature and kinetic force. He can regulate the voltage discharged and its speed, but the power is still enough to be lethal. These are bolts of electricity that he can create and project, which can be used to stun, burn, injure, or even penetrate or stab the enemy. He can use this at a greater level as well, releasing electricity over a specific target area causing great damage and delivering great shock waves of pure force. He can also create, shape, and manipulate sparks, whether a small particle of burning substance thrown out by a body in combustion, a hot glowing particle struck from a larger mass heated by friction, a luminous disruptive electrical discharge, or even all of them combined.
Pavel also has the ability to manipulate the shockwaves caused by lightning during a storm, known as thunder, to deal deadly and possibly concussive results. He can release thunder energy to make someone deaf by bursting their eardrums, or even make organ burst, killing the opponent. To a certain degree, he can even create, shape and manipulate thunderclouds, a variation of cloud that's associated with, and causes thunderstorms.
