Ammelaine Moira Rosegate

Ammelaine was found in the back ally of a firestation in New York City in the morning on July 15th, 1998. They could tell that she was a few months old and eventually estimated her birthdate to be sometime in March of that year. She was wrapped in a very delicate light green blanket with a tag on it that was blank originally but had the name Ammelaine written across one side and a small design of a rose shaped gate on the back. She soon become nown as Ammelaine Rosegate as they attempted to find any relative she might have had and the fire fighter that found and rescued her, Moira Dane, was the inspiration for her middle name. Eventually she became a ward of the state and she was adopted by a lovely older couple, Nena and Devin James, pretty quickly. Unfortunately a car crash ended their lives and she was back as a ward of the state by the time she was three years old. She became a rather difficult child and ended up in quite a few harsh foster families, traveling up and down the state until she was taken in long term by a family when she was 10. Iris and Duke Freewick were a kind couple with one son who was in college and they helped her to calm her anger. It seemed that everything was going to be alright, but when she was 12 and met the son for the first time - she could tell something was wrong with him.
They went to the beach for a few weeks in the summer and Freddy, the son, took to hovering on her, touching her inappropriately but never enough for Ammelaine to really realize that it wasn't okay. Then, one night, he convinced her to go out on the boat to see some cool night aquatic life. When on the boat, he attempted to rape her and she was able to defend herself enough to not be assualted due to a heavy object injuring his groin. In a rage and panic, he subdued and tied her up to the anchor and tossed her overboard before returning home to tell them there had been an accident at sea. Ammelaine died as she sunk deeper and deeper into the freezing ocean while looking up at the intense thunderstorm rolling through... but then she woke back up. Something happened that shredded the ropes around her and she was completely healed, but she didn't reach the surface in time. Dying again halfway up, her next regeneration sent her flything through the surface and up into the air. With this, she was able to swim to the shore. She was different from then on, feeling more powerful, stronger, faster, and soon discovered that she could control electricity, water and ice.... the last things she remembered before her first death (the lightning of the storm, the water around her, the cold temperature of it debilitating her). In her rage and lack of training, she spurning the storm to get stronger and found her way back to the house where Freddy was, with his parents and a whole squad of police officers getting ready to search for Ammelaine.
The resulting carnage haunts Elaine to this day, no one but her was left alive. Ever since, she has been on the run under different names and making sure to stay out of the US until she felt it was safe,
Ammelaine was never safe for long though, for the moment she escaped - she started to be hunted. There have been a dozen of them by now, but strange agents of a group she doesn't even want to know about have been trying to study and capture her. The first ten were clueless about her and what she was, even more than she was... but the last two have led her to believe that they come from something called "The Council" and she's... she's a Phoenix.
It's been a decade since her First Death, she has died many times over since then (if she had to count, probably around 17 times), and she has spent her time chosing flight over fight. But now, she is too curious. Needs to know more. She's seeking out The Council.
