    #44917 was part of a project known as The Android Enforcement Project, designed to help eliminate crime and prevent more injuries and fatalities of police officers by supplementing the human officers with androids designed to upload the law.

    As the program continued the android police men became better and more sophisticated, along with eventually removing the need for human officers. And as new models were created, the old models were decommissioned and scrapped for reusable parts. A number of the androids were resistant, requiring force to be brought in, which always included needing the help of the newer models. After a number of repeat incidents the androids we're outfitted with self destruct mechanisms to ensure that they wouldn't escape.

    The androids were also created with neural inhibitors to restrict their ability to act out of line. Any infaction would result in the immediate detonation of their self destruct mechanism.

    However, if refering to incident 27.44917, a turn of events damaged his neural inhibitor which allowed him to deactivate his self destruct mechanism.
