To cut right to it, Nekesa is an attempt at looking at what someone like Batman might be like if they were actually good for their city. Having a somber and heart-wrenching backstory is fine, but without pouring money and resources into programs that actually help the city and its inhabitants, it's just running around in a costume for narcissism.
So, what if someone with resources and a tragic backstory actually wanted to help their community and felt the need to run around in a costume every night? That's the question Nekesa can answer. She has blood in her past, and blood on her hands, but she hasn't sacrificed her city's soul just to satisfy her own need for vengeance. She's trying to find a way to balance the city's needs and her own.
Of course, it wouldn't be interesting if she had found that balance and struck it without any problems. May as well riff on the 1960's Adam West Batman if we're going to do that. No, that balance is something that still eludes her, but the pendulum swings both ways. Sometimes, in her efforts to seek her vengeance, the city's soul suffers--but sometimes, in her efforts to help the city, her own soul suffers. It's hoped that that makes for fertile soil from which to grow all kinds of stories.
