When the two Alphas attacked and used Meph's young body as a tug-of-war rope to determine who won him, both Alphas' teeth dug so deeply into the bone, and held for so long, Meph imbibed the werewolf virus from both the Alphas but also the strength of their packs, making him a Double Alpha

However, if he exerts his power, no wolf, not even Alphas, would fail to kneel to him.
