Who is he?
Rios is an angel sent to earth to take part in earthly conflicts. Sent to areas where the supernatural rear their clandestine heads, and butt it against the mundane and innocent. He views himself as an interloper, but he is constantly told that he's required to help preserve balance in select communities. The methods that are used to balance life isn't far from murder and sabotage.
He has worked on both sides, those of the clandestine supernatural and those of the unknowing mundane humans. At the end of every eighty years, he is required to leave earth. But he is constantly called back in. He is an eternal mercenary.
As of now, he is currently under the guise of a human, meaning his body is currently limited in what it can do as of now. This means that Rios' mind is actually quite delicate.

Abilities
Rios is a skilled handler of firearms, as he is able to handle shotguns, rifles, handguns and sub machine guns with one hand should the need arise.
He is competent with his hands, showing prowess as a boxer. In firefights, Rios can utilize what is called a "shootdodge", where he dives in the air and shoot assailants. This can be used to surprise assailants, or minimize exposure to bullets and on-coming projectiles as he dives out of the way.
However, such an unconventional style of gun-fighting is very unwieldy and offers very little control, which can potentially result in collateral damage. To maintain the guise of a hard-boiled human, Rios employs the use of Combat Axis Relock, a series of gun-fighting techniques augmented with his own neural synapses that function at a great speed.
The Combat Axis Relock system can also be applied to rifles, and shotguns.
Techniques frequently in Rios' employ includes the Mozambique drill (or the Failure to Stop drill), a close-quarters shooting technique that involves two rapid shots fired on either side of the sternum and a follow-up shot to the head.
