  A small blue canine with light blond hair who's strands often find their way in front of his white eye hiding it from view. Without a doubt he is never seen without a vest of some sort on and some form of sleeve to cover his arms, though has been known to run around with nothing on his backside claiming that pants make his tail hurt too much.
