Aaaalrighty, this is probably concerning the ambassador from the surface, based off that first clue.

Congrats on solving this symbol! The answer was "Yarmomli Ashbuckle".

For those of you wondering how this answer could be arrived at, here's a quick explanation.

This one was really simple. I thought I'd either be giving you a break, or totally throwing you off the scent by making it so straight forward. Ambassador Aarqeil is the visitor from above. The second clue, "in a rocked crowd" refers to the Headline "Appearance of strange figure in the Gathering Hall ROCKS the Ovation Deeps" in a The Drumbeat article. Various eyewitness accounts in this article have various people giving their first impression of the visitor. Most find them so alien as to be horrifying, but one, Yarmomli Ashbuckle, describes the ambassador as "like some kind of infant" and is moved to try to help them. This makes Yarmomli the first to pity them, and thus the answer to the riddle.
