So, being new, I know very little of what I'm talking about, but I just thought I'd throw this out there...
I saw it noted that members can't use HTML anywhere due to concerns about script injection, and I saw that characters and groups can have special themes and whatnot... It looks like character themes work from a set selection of options, I'm not sure how group ones are setup, and I'm not sure what all there is available.
I was thinking that maybe it'd be spiffy to allow HTML and even CSS to be used in some places, though (provided the "no HTML" thing isn't only limited to forums and such anyway, BBCode is certainly sufficient there) and just have something that cleanses things of any scripts. That way people would be able to tweak characters and groups and things to how they want it (provided they know how, or can ask someone who does). Alternatively, there could be a submission process for member-created themes, perhaps with some setting for personal or public use (and that'd allow for quality checking, too). Either way, it'd prolly be another thing that offers and requests would pop up in the Arts & Creativity board for.

If you have an epic account, you can 100% customise the CSS of your profile. This allows people to create completely unique themes. People who make custom themes can already share their creations, but only other epic members can use them.
However, allowing members to use HTML compromises the security on the site. This is why forums such as RPR use BBCode instead. However, you have basically unlimited options with CSS customisation and HTML is not really needed on top of that.

What Claine said is basically accurate! CSS customization is available and shareable for epic members on character profiles, and will soon be available for groups as well. HTML will not be made available, ever, but is not necessary for hugely custom looks.
