I think you can probably get away with wearing a black form-fitting shirt and black leggings, and for the armor people usually use thick EVA foam! It’s basically like craft foam just thicker (and you can use craft foam for smaller details).

You can then paint the foam (I suggest looking up “weathering cosplay” because that will give you a more realistic finish)

No problem! I know people shape it with heat guns in the video but I managed to make a portal gun without needing one, and with a lot of will power. For the lights you can be kind of inventive if on a budget, I literally just used a flashlight in my portal gun

LED strips or glow-in-the-dark fabric/vinyl might do good for the arms.
