There's a newbie I keep trying to get to come in and say something or go post in the Intro forum, but he keeps being too shy. 
He wants to participate, and I've seen him do just fine making friends in a new place before, but I don't think he's used to forums and stuff.
But I think he'll see this.
And if he doesn't give any sign he did, I'll just copy/paste it at him directly.
