Finished my first character but I can’t figure out how to publish her. It says she’s in draft mode and only I can view her until she’s published, but I can’t find the publish button.

When editing your character your should see a big button which says

Edit [Character Name]'s Settings.

You will be navigated to the settings page which has a section titled "Profile Visibility" and you'll be able to change them out of draft mode.
