This character was part of a military project, and was considered an unsuccessful test subject. They have escaped from the origination and is determined to bring them down. There is some physical evidence of the experimentation on their body, and they have to wear long-sleeved clothing to hide it.

Background: Shade grew up in a family of esteemed superheroes, known for their heroic deeds and unwavering commitment to justice. However, Shade was different from the start. - Has great stealth ability though is not 'invisible
- Is in a motorcycle club and likes to listen to punk-rock
- Has speckled skin from the waist down (Needs to be clothed to pass as human)

They can only use their powers while transformed: if it was telekinesis, they'd have to perhaps literally open their third (and fourth, and fifth) eye first, sprout a tail and some fur, etc. Whatever the case, they have to reveal their nature in order to do the cool stuff.
- This is an inherited trait from their ancestors mixing with (insert magical creature here)
- the character is a voluntary bum. He lives on the streets and plays crazy to keep attention off of himself. The cops don't even bother arresting people like him.

I love the idea that he voluntarily is a bum and lives on the streets to stave off any type of cops bothering him. I think I can use that for something interesting! Along with your first idea that he has to transform to use any sort of ability.
