Has a bird/wing related quirk

wing related quirk.. hm. well you could do a possible child from an existing character? i'm assuming you're wanting an mha/bnha OC based on 'quirk' and the UA high. You could do an oc of Hawk's child, or Tokayami child? maybe they've grown up and want to be a hero like their parent

alternatively, you can do a separate OC entirely, a character he's part bird or has bird wings. maybe this character strugled at first to control or use their quirk and was maybe mocked for their struggles or maybe still get's made fun of for how long it took for them to control it?

having a bird-related quirk and being a UA graduate could mean that the character likes Hawks, as their role model or so, and the canon events (what Hawks did and all that) might somehow shape their life? maybe they strive to be better, maybe they lose their sense of what heroes are... it could make for an interesting backstory!

or alternatively, if you want to be close to canon characters or so, they could be in one of the parallel hero classes to our 1A with Izuku and the lot, and have some kind of (friendly?) rivalry with Tokoyami
