Just wanted to make sure mine's in the okay zone. I accidentally deleted an early version of my entry and the post shows a broken image, but a couple of posts down I posted a working image.
I hope that didn't create any confusion.

So I have a question, if we submitted a character for this contest that was not selected as a winner are we able to reuse them as a character or are they forever in NPC-limbo for being entered?

If they weren't selected, you retain ownership and can now do what you please with them.

I liked him too! His super huge snow-base proved very difficult to make fit without "snowing out" other mascots, though, so eventually he had to be set aside. I hope he finds a fantastic new home as a stellar PC!
