I'm literally throwing everything I can in relation to the clues at it and NOTHING. Arrrgggggg

Yes, this seal has to do with GOT (Game of thrones for us non-watchers/followers)
Might be something pertaining to the free cities.
The first clue is an anagram which 'Shadowbinder' fits. (other possible GOT anagrams hidden in there?)
Second clue "Mage teaches words and healing"
Third clue "Those who work poorly get fired!" (Perhaps a literal meaning, using fire to punish or motivate ill workers or those who don't work to expectations?)
