He can be recruited x3 but he can't be an official member, due to his Mercenary mind set. If you pay him with whatever miscellaneous goods and services he fancies on a particular day, or simply indulge his lunacy, he'll tag along without hurting any comrades... Probably

Well the problem with paying him is that the people who lead PAFF are poor themselve, wwhatever money they get or goods they have is given to the families who house underground.

Dont you have another character that can join? Or do you really really wanna use this one?

Money and useful things are not necessary to the mind of a madman. For all PAFF knows, he may simply want an empty cup or a ruined umbrella. Maybe he'll simply want to be announced as supreme leader of Mugbrella Land Trust me, I can make Doc work ^^
