Edwin Jenner is probably it, the real Dr. Jenner wasn't a physicist though, he was a pioneer in finding a vaccine for smallpox. Which to me makes it even more likely, since Walking Dead Jenner obviously failed. I think Gamers has it with this one. Soon as someone can get through the goblin hoards to try it out.
So while I was in the shower this morning I totally realized that the last clue to the Windy Seal was totally referring to this. I realized when I started singing it. Obviously it's no longer useful, but I still can't believe I flaked on picking that up. 
gonna leave my musings here regarding the radioactive seal, hopefully it might direct someone else to the answer!
so we know we're looking for a male character, from a franchise that involves the apocalypse in some way. if a real world scientist was inspiration for the character, their goals and ideals were likely very similar. BUT we know that he was "not as successful". characters that fail to achieve things tend not to be the good guys in a story, so perhaps we're looking for an antagonistic character?
if so, maybe the vision the namesake scientist had was taken to an extreme by this character? maybe the apocalyptic scenario is even related to their goals. with the assumption of this character being an unsuccessful villain, their failure could be due to being thwarted. and that could tie in with the final clue - an explosive death!

Unlocking a seal means the NPCs will be motivated to offer brand new clues. Here's hoping they give you something useful!
