Hmm. If we want to go along the historical route, why not doomed romances? The Taj Mahal was built out of grief, for one, and the letters of Abelard and Heloise are not quite as famous, but certainly expressive of sadness.

There is also a Antony and Cleopatra by William Shakespeare also a tragedy so there is another good contender I think.
Actually, a second look at Abelard and Heloise's story, makes me think otherwise. It definitely seems to fit the criteria.

I was thinking that too, but I'm not sure how that works with "the truest expression of sadness". There are also different options - are we talking about Rose? She's not part of an unresolved romance because she eventually gets to be with the Doctor's human clone. Maybe River Song comes to mind?
