I get that I should pick something from somewhere and start RPing... but there isn't a guide to this kind of thing and I don't want to ruin anyone's RPing time, world, or order. So what I guess I'm wondering is where do I start where I won't be seen as a nuisance?

Why don't you advertise in the Roleplay Discussion forum. Showcase one of your characters, tell people what kind of RP you like and wait for somebody else to take interest

Or under the community tab towards the top of the screen, there's a option under it where you can browse peoples characters. You can browse through it, find a character you think you may enjoy RPing with and may go well with yours and PM them asking them if they want to join you in a RP.

Edit: And now that I think of it and notice it, you don't even have to go to the community tab. Just scroll back to the top of this very page and you'll see the browse characters option right there too.
