Hey, I've run into this problem. A few months back my old Asus gaming laptop had its mother board go out. I got a new asus after that, but it wouldn't run steam for some reason. Jusr a few weeks ago I traded that one out for an HP laptop, that does run steam. I installed Fallout 3 to play through while I waited for Fallout 4 to be released, and for me to get an X-box one(Not sure my laptop will run Fallout 4 when it comes out). For what ever reason, when I start the game up it brings up the weird launcher window with all the options for the game. I click play and nothing happens. I've looked up several fixes, but most of them involve either changing the .ini file(Which my game hasn't generated yet), using Games for Windows Live(Which to my knowledge was shut down), running it in a different comparability mode(The option to do that isn't even there), or to install a bunch of mods(I don't know how to do manual mods, and for NMM to work there has to be a .ini file). Does anyone have any suggestions on what to do?

A bit of a late reply, but you might be completely screwed on this. Bethesda does not offer support for any OS above Windows XP for Fallout 3 and it's rendered many people's game unplayable. Including mine (my game constantly crashes before I can even create my character). I might try to fix it again soon though.

However, the Live thing should still work. It's about the installation of the program, not the fact whether Windows Live is still alive or not. The program still exists! I recommend trying this guide:

It has a download link for this that works (it prompted me to download the file when I clicked). It's worth trying this before you try anything else. Once you manage to click Play, it will auto generate the ini file and you can go from there.

Thanks for the response but I managed to get it working thanks to that guide a few weeks ago. Didn't change or post anything here cause I didn't think anyone would respond Anyways, thanks for the suggestion
