I have glanced through the rules and I noticed that it said we can not advertise. However, I am presuming they mean for things to sell for real money. I have a Skype RP group I was considering to recruit people to join us from RPR, but I am not sure if we are allowed to advertise people to do that. Could anyone, preferably an admin, clarify if we are allowed to do this?

Short answer: We are totally cool with that.
Long answer: I would actually consider finding players for a Skype RP as one of the main reasons for the site existing - to help people find more RP, wherever it happens to be going on. If you're doing your RPs here, AWESOME! If you do the actual RP via Skype, email, another website, Furcadia, WoW, in your living room as a table top group, also cool. If we helped you find more RP somewhere in the world, then yay!
I know some RP sites are very afraid of the competition and don't even like their players mentioning that they have RPed elsewhere in the past, but I think that's silly. I've RPed on dozens of sites and games, usually more than one simultaneously, and just see that as normal. It's natural to talk about other things you like, and not something to be feared.
Once before we did ask one person to cease advertising their off-site RP, as they announced in their intro post they had no intention of using the RPR for anything but advertising, and then proceeded to post their ads on three boards, barge into everyone else's looking for RP posts and ask them to join their site (whether the RP idea in the OP was related or not), and generally show that they weren't interested in being part of our community in any way, nor respecting the etiquette of that community. To their credit, they apologized graciously and bowed out when informed that wasn't cool. Hopefully the difference between looking for RP and spamming is obvious in this tale!
When it comes to advertising things that cost money, we're actually pretty lenient about that as well, so long as the thing being advertised is related to the interests of the site members (art commissions for character drawings, hand crafted costume pieces, RPG game kickstarters being hosted by one of our members, charity drives, etc.), is posted on the correct board, and advertising isn't the only reason the person joined the site. Basically, as I see it, we have members who have spent years here, and are "growing up" with us. It is natural that they would want to talk about the new adventures that are going on in their lives with their online community. So long as they aren't spamming it all over the place, it's usually Of Interest to many to see what their fellow community members are up to, and the way they are growing their talents.
