Well, before hand, I'd used Shamchat, which you just type in a character name and a few things connected to the character to find someone from the same fandom, and Qoutev, which mainly focuses of the social media half. I've never really used a site that's mainly for RP and allows you to make proper character profiles before. And the groups I'm used to are literally:
-Join the group as you
-Make a form for your OC
-Start RPing
It's kinda seems backwards to me on this site because I've only used social media RP groups beforehand.

Welcome welcome! The steps you listed are usually how it ends up going down here too.
There are variants in groups depending on what the group's founder wants though, so where one group lets you join, pick your character and start RPing, another may restrict you to a more thorough application process before you can join. You can always PM the group founder if you're unsure how to go about it, I'm sure they'll be happy to explain!
