What would you like to know? Really, the only thing I can think of to keep in mind is that, within the normal Pokemon universe (where there are human trainers and what not), a Pokemon's ability to think and reason is somewhere between most mammals and human beings, most of them are around the level of monkeys with the added bonus of understanding human speech.
Squirtle, being a low evolution line, would have a degree of immaturity and inexperience to its thought processes. It simply does not have the life experience to think through its actions, nor the higher reasoning ability to come up with anything more than very simple problem solving skills. Even higher level Pokemon get impatient and need the guidance of their trainers to help them focus.
So when playing a Pokemon, you need to keep in mind the limited reasoning abilities your character has access to. If left to its own devices, your character should make stupid mistakes from time to time. The nature of these mistakes should reflect your character's nature. Are they easily distracted? Are they impatient? Are they lazy? Any number of things.

In that case, the only think you want to keep in mind are your Pokemon's natures and abilities. Other than that, they're just people.
Only keep in mind that that, though battles are a thing, they are separate. Mystery dungeon Pokemon are still civilized, and all of the rules of normal society apply here (save for modesty customs).
Now then, you need to know what kinds of behaviors are normal for your chosen Pokemon. Remember, each Pokemon may be unique, but each species have common natures that effect them in different ways.
For example, Pansage, Pansear, and Panpour are all generally social and playful, but not all of them are equally so. If those Pokemon are NOT playful or whatnot, there has to be a reason.

Ok here is the only advice I can give but it will go to helpfull in several terms dont think of it as the pokemon games its not an rpg in a role play in terms tailwhip would actually do the same as charm if female if you used water gun it would drounch the enemy in water at a high enough velocitiy it can cause damage if not it would do the same as mudsport but for fire the biggest thing I did that people argued with me about but is a real thing when i used raichu I always had double team and unlike the games you can have an infite number of atacks that your pokemon can learn when i used double team instead of raising defense it would do the same as shadow clone jutsu (If you have seen naruto) he would create an image of himself that formed a clone the max clones he could make was 6 but he would atack with all six of them using a multitude of atacks
Just because it is a squirtle doesn't mean that it has to be immature as pokemon don't have to evolve after all. If we are taking the anime into consideration then ash's bulbasuar was a rather wise and mature pokemon. That being said, if you intend to rp in such a way, you had best provide background information explaining why your squirtle is rather mature.
One other big thing you need to consider is what exactly will you be using in the rp? Is it strictly by game standards, by manga standards, anime standards or no real strict standards at all. By this I mean what will you consider canon? Some people would frown on using anything from the anime for example.
Do you intend to have pokemon battles, and if so, how do you plan to carry them out?
It's just good to make sure everyone is on the same page before actually starting the rp after all in order to prevent as much OOC drama was possible.
