I believe that it is that no humans know about the monsters except for the government who does their best to keep it hidden?
mk. its just real good to understand 'universal motivations' that all monsters and that all 'humans in the know' share. and wanting to avoid bad times for all involved is a really good universal motivation. thanks.
Most species of monster have adapted to live a semi human lifestyle. To explain this, think about this, their monster life if they are a part of a group of some kind is lead elsewhere and they live a seemingly normal human life to the world. The stereotypical werewolf with a pack is a wonderful example. Others, like the satyrs have stayed in the wild places and are either very territorial like the Manticore or peace loving again like the satyrs. Most city's have at least 2 monsters in them, however there are very little to no citys/ towns that are pure monster. Monsters that have packs or social groups consist of the Alpha and the betas, the Alphas are bigger, faster, stronger, and lead the group. Any facttions among monsters are between the species themselves.
The more powerful the monster, the rarer it is.

I guess the Elsen group Wilson is supposedly a part of is a rarity. But Elsens aren't all that powerful, so they'd be less rare.
just asking if this idea can be declared 'reality' by you... The city Wilson is from has/had 6 Elsen, Wilson included, that all met up as a part of their 'monster' lives, where they'd all support eachother in doing well remaining well blended in and not Burning out at ordinary people. Its a small/medium city, and thanks to the low 'hostility' of the Elsen, the number of 'mysterious disappearances' reported is quite low.

It all depends on the type of monster and the aggressive levels of the species, for example, a type of monster that requires a group and has a low level of aggression. They'd be able to have maybe 2 dozen of the same monster. But a similar type with higher aggressive levels would probably be about 6-7. Loners with high aggression: 2-3

And this is per town, the numbers may change due to the city size as well.

this sounds great. And Elsen are not totally 'pack' monsters, but they do prefer company and knowing eachother. and aggression is on the incredibly low scale for them. so would 14 or so total Elsens that Wilson knows personally from the town he lives in be better?
Perfect! that's about 90% or so of all I need to get working on an individual page for Wilson... the other 10% I'll probably figure out after a good nights sleep. its good to let a bit of info sit in your head to make sure you understand it.

Just Nathaniel. It probably mentions that there is something/someone named Gabriel.

Nobody other than Gabriel really knows. Wilson knows about the ice control but Nathaniel doesn't. But he can control chains, when Gabriel combines their powers
How was he captured in the first place?
Gabriel is an ***. And can't use his powers for very long. Plus he con only control chains when he's combined with Nathaniel, which he can only do for 5-10 minutes. When they caught him it was 5 years ago.
5-10 minutes is enough to massacre a ton of people.
