Before I say anything i'd like to apologize for any errors in my grammar and what have you.. It's never been a strong point, but I have been improving.
To start things off I know how to use the website to create characters and the sort. However, I don't know HOW to make a Character if you know what I mean. I've never been creative so I don't know where to start and every time I try to think of something I'm far too critical on myself. I don't know where to start with a new character if someone could give me some pointers that would be lovely.
On another note... I'm also looking for some people to talk to as I try to learn to RP so that I may improve while enjoying myself.

Well, I dunno if I'm much of an expert or anything but I've always been the kind of person who has WAY TOO MANY characters, so I think I have a couple things I could offer as tips!
The easiest way to start is to find an 'archetype' that interests you. That can be anything from something very vague like 'archer' to something super specific like 'a man on the run from authorities and his past'. You can find inspiration for these kinds of things from anywhere really, movies and tv, books, cool images you've seen, anything that makes you think 'huh, that's neat'. When you've got that archetype down, it's all a matter of filling out the blanks!
It can be helpful to start with a character sheet. Especially very detailed ones, even if some of the questions seem unimportant all those tiny details add color and life to a character. You don't always have to tell people those things, but knowing them yourself will make them more well-rounded. There are plenty drifting around the internet you can use, and I'm sure you could always browse through the characters here on rpr to get inspiration for what to answer.
Whenever I make a character, something I try to remind myself of is that things can ALWAYS change. Don't worry if you aren't 100% confident in your choices at first, just make them and try not to agonize over them. If something isn't right, chances are as you move on and decide other things the correct choice will present itself. Not to mention, once you actually get down to roleplaying things are bound to change then too.
Characters should live and breathe on their own, and before long it's easy to see them making the decisions for themselves. When you try to explain a person you know, no matter how well you know them, you'll never be able to get them 100% right. Try and answer questions about the character from THEIR perspective, because that's the point of roleplaying in the first place!
If you're REALLY stuck at the beginning and have no idea whatsoever where to start, something I personally love to do is use random generators. They're often silly and it's usually a bad idea to take their results as LAW about a character, but weird and completely unexpected things can happen that really get the creative juices flowing! I won't link a whole ton of them here, but if you want you can shoot me a message and I'll help you find some good ones.

It always help to have people to talk to in that they can be a sounding board. That way if you're not sure of something, you can go to them and be like "Does this make sense? Is this OK?". It's the same with your RP. If you're not sure, you can ask those people those same questions.
Everyone here is really helpful and kind. I don't think you'll have any problems with getting help with this!
