The setting is a small town called Valik, it's nice on the surface but is plagued by a massive criminal underground, specifically the White Fang, composed mostly of Faunus(Human's with animal features such as cat ears), their defacto leader is a human criminal by the name Roman Torchwick and his assistant/associate Neopolitan.
After a string of major robberies, Roman and Neo become cocky and begin to go out in public and show themselves more often, Law Enforcement would do something but their too scared. After Neo is ordered to kill a White Fang renegade, she succeeded at this by murdering him in broad daylight, slitting his throat before mutilating his body in blind rage, there were many witnesses, was your character one? If so, they pursue Neo in a nearby building and can A)Battle Neo into submission and force her to write down her motives for her criminal behaviour and then turn her in....or B)Join Neo as her apprentice, become a deadly warrior and learn your true calling in the criminal underground

Combat is expected as part of the storyline but it won't dominate the plot.
