Magic is fairly common. Players and NPCs important to the tale may have it. Mistborn.
Near future, perhaps cloning and genetic manipulation
More combat than not. The setting may be at war, and the characters will likely get involved whether or not they seek it out.
Hmmm... I thinking of joining with my interstellar gunfighter here, but I'm not sure if he is what you're looking for... Does this setting include spaceships/spacestations? I can also nerf him a bit if you find him too powerful.

This is somewhat futuristic but not exactly there, it's like earth has the technology for some to be able to teleport, make clones, cyborgs, etc. But maybe there are some technological breakthroughs for stuff such as advanced space exploration.
I don't think he's all that powerful, he's accepted, if you can find a way to fit him in here.
