Hey. I am proposing a role play with my character Ai Nakamikado. The setting is in a fantasy Japanese style empire with cities and villages. Each district is ruled by a noble; some are fair and are loved, others are cruel and corrupt and are hated. To ensure that justice is served everywhere equally, certain common citizens have taken to the shadows and fought back against unjust nobles. These people were known as ninja. To protect the nobles, samurai were deployed to defend any governors at risk as well as travel through the empire to find and capture the ninja and those who house or support them. The roleplay starts in a quiet village of about 150 residents. A group of samurai are passing through the village in search of ninja. My character Ai, the village medicine woman, is a legendary ninja by night known as the White Lotus. You can either play as another ninja that joins forces with her, a samurai trying to capture her, or perhaps a different role that you can think of.

(Is ninjutsu, genjutsu available? Is chakra a concept?)

(Yes, but not nearly as prominent as in Naruto. The average ninja would know at most three minor jutsus, a very skilled ninja would know one major jutsu in addition. However, samurai also learn Bushido spells that give them special abilities and powers.)

(Actually I'd like to be a Ronin/Samurai that has taken up residence with a ninja clan.)

Sounds good. Maybe the samurai and the ninja fight and one of the two is knocked out. The one who wins takes care of the one who loses and they stay apart during a clan war while having a secret friendship.

(aah a double agent. I spared a shinobi's life after their failed assassination attempt. Now as a ultra secret code of honor amongst the two they play double agents and manipulate their home turfs to avoid clashing.... something like that??)

(Oh, I almost forgot. Are you up for a little romance between the characters? It will remain completely PG13, nothing steamy. Just something to thicken the plot.)

(I am down. Let me get a character together. Give me a power range per se, like are we trying to be reserved with our abilities or...)

(Power range... Well, I suppose the strongest jutsu that can be used is completely immobilizing someone, so pretty conservative with ninjutsu abilities, combat being reliant on physical abilities and weapons)

(I mean for samurai, am I a Kenshin Ruroni type swordsman or a Sephiroth caliber)

(Actually, I would say more along the lines of a Soul Reaper from Bleach)

Yeah, I really like the whole samurai approach they took on the Grim Reaper.

So I can have like flash step, kids shikai and banks? I just want to be sure what I am allowed.

Yeah, all that's fine. My character uses substitution jutsu and shuriken clone jutsu. She mostly relies on her physical strength and speed as well as her stealth training while in combat.
