So, I'm trying to join this thing in RP Repository, and it's not a RP thing you can just type in the chats. I need to submit it and stuff. Is there a public posting system I'm not aware of? Do you just post it in the replies? Halp!

I'm assuming you're trying to join a Group? Groups are run by regular members like yourself, and can have specific rules and requirements for you to join. Groups are separate from the public boards. You can read up on that here actually: http://www.rprepository.com/help/groups
The group you're trying to join has an application process, by the sound of it.
That means you have to fill in their form, and you're either accepted by default or someone has to review it before approving or rejecting you. You will be notified with a private message when your application has been processed.
Please make sure you check out the group's rules and setting before applying to make sure you and your characters are a good fit!

I'm actually not trying to join a group, but thanks for the info anyway! I'm trying to join one of those contests. It pop-ed up on my home thing, and it looked really interesting.
