As for your question, a one-off scene is a short-term RP which the RPers don't want to continue developing after they go through what they agreed on RPing. An example might be two kids bumping into one another in the school caffeteria and talking, but neither of the RPers is interested in roleplaying it further by making them bump into each other again and become friends. This kind of RP might be used for instance if you want to develop a character by putting them through a lot of varied interactions.
In contrast, a long-term RP would be one where the characters will continue interacting for (hopefully) a long period of RP-time. This usually leads to a deeper development. A one-off scene might turn into a long-term RP, it's not set in stone. It's just a guideline so that people know what to expect at the beginning of an RP.
