Guardsman Starter:
Veilsgate; the city that's notorious for it's off the chart crime rates. Robberies, murders, scams, con artists; you name it, Veilsgate seen it all, and then some. That's too bad, because you have to transfer to that city's guard force. Honestly, is there even an actual guard force? You bet it doesn't even exist with a crime rate this high. Then, you actually get there.
You're surprised, because not only have you not seen a single pickpocketer, but because it's nothing like you've heard of the place. At headquarters, however, you hear rumors. A cloaked archer with a black bow is cleaning up what the guardsmen cannot. The chief of the guard overhears the rumors wants to apprehend the so called archer of the night; and they'll give a promotion to whoever gets him. Conflicted, you set out on your way home. It's dark and chilly. Suddenly, you hear some footsteps coming from the rooftops above. From the corner of your eye, you catch a glimpse of a dark figure in front of the moonlight....
Citizen Starter: You've lived in Veilsgate for most, if not, all of your life. Sure it's not the best city to live in, what with the high crime rates. Though interestingly enough, about a few months ago, there has been a sudden fall in muggings, murders, and robberies altogether. Then come the rumors of some archer who only comes out at night, stopping the criminals and turning them in. No one has actually seen the guy, though.
One night, you're making your way home from a trip to another town, when you're jumped by some thieves. You plan to fight back, but they have some really, sharp knives. But suddenly, an arrow comes between you, and the thieves. Then the thieves instantly run away, probably remembering the archer as well. You look up to the rooftops, to catch even the slightest glimpse of the local legend.....

Magic is fairly common. Players and NPCs important to the tale may have it. Mistborn.
Renaissance
Combat is woven into the storyline and could come to the forefront if the characters seek it out.
