By the 1960s, these children became adults, and the beginnings of a first transitional period worldwide, as powered children began to show up on other continents. People struggled in this period, as racial tensions ran high, political bodies danced to provide adequate legislation for the new class of mankind, and the Superhumans themselves fought against one another in a war of identity...Hero versus Villain.
Eventually, however, the period passed, and worldwide the world found a tenuous peace, only disrupted by the incursion of superpowered villains and their schemes. Common crime dwindled to nothing under the moderation of superpowered groups, and scientific research soared with study of the causes of this phenomenon, and historians denoted this time period, "The Cape Era".
It was discovered that superhuman abilities where in fact, genetic. Superhuman parents passed powers directly to children. However, this discovery was the beginning of the end of the First Cape Era.
The end came in an event which has become known, as the Alpha Fall. A radical and insane superpowered scientist known as Doctor Jericho devised a dynamic biological weapon, a disease which targeted the "Alpha Chromosomes" in which the genetic markers for superpowers where contained. Once this disease was released into the environment, it became a pandemic within six months, using ordinary people as carriers.
Superhumans began to drop like flies, their numbers dwindling to merely 2% of what it once was in only a few short years. Modern science was helpless to find a cure. That remaining 2% banded together, Hero and Villain alike, and sought Doctor Jericho, killing him in an assault on his base. But even with the research and development notes, their was no way to synthesize a proper cure, not in time.
In 6 years from the beginning of the Alpha Fall pandemic, all registered superhumans had succumbed to the disease.
Fast forward to the year 1990, 99% of the globe is a host to the Alpha Fall virus. Doctor Jericho's pandemic has never burned itself out. Children born with Alpha Chromosomes die in their first months of life. All research in Superhuman Biology has been determined a lost cause and had funding stripped. Legislation for superpowered humans is now merely bluebook laws. But in ten years, we see the beginnings of something miraculous.
in the year 2000, Life finds ways to adapt. There are the beginnings of resurgence. In new superhumans coming into existence in myriad ways, as human adaptation attempts to find ways around the Alpha Fall. Through mutation, bizarre environmental triggers, and other unexplained phenomenon people are gaining powers once more. And ironically, it is taking place once more in the North American continent.
It is the time of a second transitional period for the world. Time for another war of Identity between heroism and villainy. It is time for the new superhumans to stand, and contribute...for the good or for ill...the beginnings of the Second Cape Era.
One of the greatest hot beds of this coming era, is Boston. In this city, will some of the greatest tests for this new breed come.

It was a night like any autumn night in Boston, once it got to around 1 am. The streets where empty, and the only sound Black Chariot could hear was the clamor in his ear piece. The little bluetooth jawbone squealed an endless loop of police radio traffick.
There was so much of it, but none that he was close enough to aid with. So much trouble each night, but only one of him. It was almost infuriating.
It was almost drowned out by the steady thrumming heartbeat of Black Chariot's midnight black motorcycle, on which he rode. The sound was a constant comfort, keeping Chariot awake...well...that and six cups of coffee and two energy shots. But those where a distant memory to the motorcycle riding superhero as he tore through Bay Village towards Chinatown on his usual nightly patrol.
Suddenly, the Micro-Police Radio in his bike tuned into something, and an officer's voice caught his attention. "Shots fired. Shots fired. Dispatch, we are in pursuit of armed suspects. Just stole an ATM out of a Gas Station. Currently heading southbound on Chauncy Street. Two vehicles, subjects are armed. Repeat, Southbound on Chauncy, two vehicles, approach with caution."
Yeah, Caution. Caution wasn't really Chariot's thing. He pulled the Clutch, his thumb flicking a switch on the handlebars, and pumped the gear up, as he pulled the throttle back. The engine roared in response, the Turbo kicking in, and the bike streaking down the roads as he turned onto the road, heading headlong into a high speed chase with armed criminals.
