Is kudos only for giving players good feedbacks or
can it be for bad feedback as well?

The kudos are used to express praise for a character or a player.

From the Greek word meaning "glory," a kudos is acclaim for exceptional achievement or qualities.

Right from the RPR section when you click to see more of a person's kudo's on their page.
