On the rare occasion topics will be locked by mods either because the topic has run its course, or its run amok due to harmless shenanigans, etc. I am curious however if that in debate topics, and once locked, that it is all right for people to message us privately to 'have the last word'?
I'm asking because this has recently occurred, and I would like to know if there is already a regulation in place for this or if there is a need for one, or it is simply a 'report this message to a moderator for help' sort of situation.

I believe it depends on the type of content within the private message. If they simply wanted to continue the discussion in a reasonable, civilized manner, I imagine that would be fine. But if it was more along the lines of 'you're wrong I'm right and here's why so ha', that's probably not okay. You can always report it to the mods if you have any hesitation about whether the message fits into the category just mentioned, and they can take a look at it and let you know. I don't know if there's a full-out regulation, but if someone is messaging you to 'have the last word' in a negative context (instead of just a 'I'm curious about this, so do you mind talking about it some more'), then that seems kind of like harassment, and I would report it to the mods.

We don't have an official stance specifically for this, beyond publicly discouraging debates on hot topics that might cause flame wars; politics, sexual orientation, heavy topics of that sort.
However, somebody messaging you after the fact is a case-by-case basis that falls somewhere under the Be Nice rule. If they're polite about it but aren't respecting your desire to drop the issue after you've expressed it, or they aren't being pleasant about the debate at hand, or whatever is going on, the moderator team can definitely look at it!
You just have to report the PM conversation in question.
However, somebody messaging you after the fact is a case-by-case basis that falls somewhere under the Be Nice rule.
