One gunshot. Just one gunshot an the entire city fell apart. One gunshot and a war started. One gunshot and the reality of it all came into view.
The city called Lantern and the city called Circa were once one city: Termaly, but then there was the energy crisis. The city was held up by propellers, but one day there was a power outage and a chunk of the city fell out of the middle, separating it into two land masses in the sky. They each became their own city and for a while their propellers were all running on fumes until Circa figured out a way to create energy from nothing. They harnessed this energy but didnt share it. Circa became prosperous while Lantern had to resort to creating massive blimps to keep their city in the air. Lantern eventually grew tired of watching Circa's prosperity and one person took action. He simply crossed the wooden bridge that connected the two cities and fired a shot into the crowd, killing a child. After that it was chaos.
Althalos sat on the edge of Circa, listening to the drone of the propellers that were constantly spinning and lifting the city ever higher than her neighbor. He sighed sadly as he heard the sound of marching and looked behind him to see the Legion as they had come to be known, marching down the street on their patrol. He turned around again and looked at the Earth below. This war was something caused by Circa simply because they hadn't shared, but it was a person from Lantern who had killed the child.
Althalos had just recently been drafted and he had to get going to the recruiting station.

Qidan appeared in a bright blue flash on the planet's solid ground. He was slightly disoriented, just as always after using his 'abilities'. He looked around and saw no settlements nearby. "Odd..." part of his power was that when he jumped through time, he could easily locate a settlement and materialize in any wanted distance from it, or even right in the middle of it (Although that usually didn't make its inhabitants too comfortable with him, of course). He heard a strange noise, however. He closed his eyes and started locating it. after several seconds, his eyes shot open. "...Above?" he looked up, and yes, there were two floating cities right overhead.
One city was considerably lower than the other and suddenly a propeller stopped turning, making the city, Lantern shudder and then drop about 50 feet. And screams could be heard as a chunk of land fell off due to its lack of support. There were three buildings on it and the screams didn't cease until impact.
Althalos winced from a above as he watched; he hated this. They were sister cities! It was Circa's fault for not sharing the energy source but a man from Lantern had killed the child. He sighed and shoved his hands in his pockets as he started walking towards the draft station.

Qidan saw the chunk fall from the city.
Qidan wasn't allowed to bring people back from the dead. So dictated the first law of Chronomancing. But he did know how to prevent the inhabitants from dying anyway.
He started weaving a complicated pattern of symbols in the air before him. When he was finished, he held his arm up horizontally. The device around his arm started lighting up, and a bright beam of blue light surged forward from it. It engulfed the falling chunk of earth and it stopped moving only meters before it hit the ground. He held it there for a while as he concentrated. The inhabitants on the few houses looked at him, wide-eyed. Qidan lifted the chunk. by rewinding the events, it rose all the way back to the city and re-attached itself.
Qidan also made sure that the events leading up to the chunk disengaging wouldn't repeat themselves, by altering the near past.
As he felt the chunk re-attach to the city, he released his magic, and the blue light faded. Only the engravings on his body and equipment were still glowing, as they always do.
((Note that the turning and twisting of time used by Qidan only affects that which he wants too. For example, in this case it affected the falling chunk and the events that led it to falling. Time outside the chunk kept going on normally.))

The propellers continued whirring again and with a seemingly new vigor to the inhabitants on the chunk. They continued their lives as if nothing had happened while the people in the nearby area watched wid eyed as a piece of their crumbling city reattached itself.
Althalos had turned and walked away just in time to miss the exciting event.
