Miami, FL. July 23rd, 1989. The streets are ruled over by petty thugs, but underneath the blood and neon lights lies a hidden story. The Russian Mafia is starting to make moves around Miami and San Francisco, and a mysterious (and very much 'patriotic') group by the name of '50 Blessings' has begun making calls to random individuals, giving them the addresses of mafia hideouts and giving them animal masks, telling them to 'take care of the mafia'. All of this will end up in only one thing.

Any race is allowed, any species, any faction. Possible time frames range from 1986 - 1991. Magic is a no, unless you count dodging bullets as magic.
The factions are as follows: Police, Military, Russian Mafia, Colombian Cartel, Masked Vigilantes (50 Blessings), Civilians.
OCs and Canon Characters are allowed. NPC's can be played by all. Hallucinatory characters will be played by me.
