I understand your frustration, but these raffles are done out of the joy and giving nature of the person holding it, and they are not any sort of an official RPR contest.
I know that there are plenty of "non-New World" people who are on during North and South American peak times. Even still, personally I'm just happy that they have become a little something of a trend, and I don't mind that they're at the convenience of the giver.
