"Ulyre? Okay... I'd be pleased to meet them!" Tardis smiled.
"You may come with us at any time, but if you can we would like for you to come back now. Bring any other leaders or diplomats if you wish." They said.
Tardis followed with a slight sigh. "I'm the only one..."
Empire Name: Empire of Senga
Planets(Territory):
Earth (capital and government hq, educational institutes)
Mars (military training and bases)
Jupiter (agricultural settlement, mining and other natural resources, trading hub)
Saturn (research and development)
Pluto (auxiliary military outpost, mostly undeveloped)
Fleet:
The Old Testament (flagship, so named as a nod to the Jewish origins of Isaiah's name)
2 Dreadnoughts (Massive gunship with reinforced hull, enhanced shielding efficacy and devastating artillery fire)
8 Fighter-class starships (Assault ships with heavy armour, basic shielding and high firepower)
5 Scout-class starships (enhanced cloaking systems and scanners)
8 Heli-class starships (designed to carry troops into battle, some modified for rapid deployment)
10 Attack spacewolves (single-pilot gunships for elite flyers, built for speed, maneuverability and firepower)
2 Constitution-class starships (medical ships to provide on-site treatment to wounded, armed for basic defences but usually escorted by heli-class ships and spacewolves)
3 Research vessels (mobile labs for all things science)
3 Terra-forming vessels (currently in use for Neptune, Venus and Ouranos)
10 space shuttles (public interplanetary transport)
3 private starships (usually owned by large firms and used to make business deals)
4 Cargo ships (exactly what their names indicate)
2 Tankers (fuel tankers, not starship battle tanks)
Empire Strengths:
Strong, highly-trained military (emphasis on officer corps, artillery, infantry and armour)
Well-educated population
Research and Development
Trade relations & Business
Empire Weaknesses:
Reliance on technology (Isaiah does not permit humans to go through the same physiological enhancements as him and so the masses use technology such as powersuits and nanites to compensate in combat or hostile environments)
Energy crisis (solar energy still not used for 100% energy supply, industrialists keep using fossil fuels and nuclear energy from terra-formed planets)
Mistrust of government (working class suspicious of Isaiah's longevity and believe the government to be behind a conspiracy to keep the population weak and protect the status quo, they are not entirely wrong)
Enforced manpower distribution (prisoners are forced to work the fields and mines)
Police state (there are many prisoners)
Preferred direction of progression:
Military --> Warhammer 40k (Space Marines/Imperial Guard/T'au/Orks/Necrons)
Science and exploration --> Star trek (Starfleet/Vulcans)
Diplomacy --> Star trek (Starfleet)
Business and trade --> Star trek (Ferengi)

The fleet of the exploration vehicle led Tardis onto the ship. Sending a signal to Councillor Ulyre informing them they'd be meeting with the leader of a new species they learned about, the Time Lords.
Tardis smiled. "Is there going to be a scan of my body? You know... To learn more about the assets and weaknesses of my species or something?"
"By exploring your mind we have already done that, and once we arrive I shall express that information directly to the Councillor." They explained.
The Empire of Senga had finally made first contact after centuries of isolation.
"Oh! Can I... Can I see the results?"
Captain Tyvx approached Tardis. Focusing everything they had learned from probing her mind into a image and information filled stream to show her.
Tardis focused on one of the images, her eyes wide. "I knew it...."
"What was it that caught your interest?" They asked, assuming one of her own memories had resurfaced thanks to the crew playing them back to her.
"It wasn't a memory... It was a scan......"
The crew assumed the statement referred to their own assessment of the information that got mixed in with the raw information. Once they arrived on their Homeworld they proudly presented the expanse of sprawling cities.
Tardis smiled wide. "Wow..... It's amazing........"
"Thank you." The crew responded, the Cogniut having a sense of collective pride in their accomplishments. Their psionic abilities creating a telepathic communication network that could be considered the first step to a hive mind. They landed in front of the Council Building where the Councillor and their Council were waiting.
Tardis smiled wider, extremely excited.
Councillor Ulyre looked to the crew, absorbing the knowledge of Tardis and her species.
"Greetings, Tardis. It's good to meet the leader of the Time Lords. We are the Cogniut." They said, focusing the information on their culture and species into her mind.

"Woah...."
Ulyre began their proposition, very interested in the time manipulation research.
"As you can see, we are a peaceful species who prefer to have allies to defend us against threats. As you are rather similar it seems we may simply exchange knowledge and resources. An alliance meaning we would collectively contribute resources to defend one another in the event of a threat." They said.
