I like your thinking about "chill" being a temperature thing, not a temperament thing. Whatever the super OP thing is, it's not bipedal, so probably not a vulcan.
I was thinking about the Neural Parasites, which killed Kirks family. The cure was discovered by Spock after a pilot flew his ship into the star. UV radiation was the cure but only discovered after Spoke apparently went blind, however he was saved by his inner eyelid.. I have already tried numerous iterations of the above.

Klingons, like Vulcans, are bipedal! You're welcome to try it but by the clues we have I doubt that's the answer! Good guess though.
