"Probably felt that the word "nice" meant "precise." But could be a nutter" - Definitely related to Good Omens! And, shoot, my copy of the book is elsewhere at the moment. :p
I have mine, I think! It's been yeeeears since I read it!
Empire expansionism...could it be during colonists times or during an age of empires?
The full title of Good Omens is "Good Omens: The Nice and Accurate Prophecies of Agnes Nutter, Witch" To me, this implies that the first clue is talking about Agnes herself!
The last clue may refer to the Great Leveller, since that was used against the D'regs, who were from the desert.
veld/veldt
noun
1. the open country, bearing grass, bushes, or shrubs, or thinly forested, characteristic of parts of southern Africa.
Idk if this was just a misspelling or if it actually has something to do with the answer...

Veld and veldt are both valid spellings!
No, I mean in the clue. If it was supposed to be a different word entirely or not
Because to be honest, the definition for the word doesn't really make sense for the clue in my opinion...
Oh! The clue, I think, is like ... referring to an item that can kill a lot of people. It can clear all the challengers off of the veldt. Does that make more sense?
I get that, it's just the choice of the word veldt that doesn't make sense to me...
Ahh, but that means it's important! Veldts are pretty arid biomes, which is why I think it might be a reference to the D'reg people in the Discworld universe.
*bounces in after Pathfinder night* Slayed a godling spellcaster and only spent most of the final combat in a Magic Jar. Ready to riddle!
Idk, I think I'm just getting caught up on the southern African part of the definition...
...Wasn't the Witchfinder Army part of the British Army corps, during the Empire's peak?
I regretfully don't know much about Discworld ;_; And double regretfully, I need to crash into bed. Good luck! (And ash, if you know anything about Star Trek, check out the Honorable symbol discussion. There are like 3 pages of me talking to myself trying to figure it out LOL)
Of all the time for my copy to be in a box of books 400 km northwards of me!
Wawwww
For now, gnighty!
