So, here's the deal. Magic is incredibly overpoliced. They've got rules for how you use it, when you use it, why you use it....if there's a fire, by the time you, a normal passerby, got clearance from the Magistrate to use your magic to put it out, it would have already swallowed California. You can't even stir your damn tea using magic, unless you want to get a 'reckless magic use' citation.
Nah, man. I'm done with it. I'm going to use my magic when I want, how I want.
I dare them to stop me.

Setting is modern day magic. Magic is a very popular, normal part of life, but it is heavily regulated. If you are not certified as a magic user in a government role such as firefighter, policeman, etc, then you are not allowed to use magic. Magic can be used within occupational settings, such as secretarial work, nurses, etc., but use of magic outside of work is absolutely prohibited. The ultimate governing authority is the Magistrate, a group of seasoned wizards that are a bit like Congress/the President.
Technology exists, but is often infused with magic. Since magic use outside of work is not allowed, things like cellphones, laptops, TVs, etc., are still very popular.

Options for this RP would be someone on the government's side who feels that rules must be followed, or someone who feels that rules were meant to be broken. Eventual romance would be nice, mxf pairings only (no adult themes will be RPed out, fade to black will be enacted).
I would prefer not to have another "just like me" character that is very similar to Alatar (ie, no similar rebellious punk magic-user). There needs to be a bit of diversity to promote strong character interaction.

Yeah! Well, she's part of a tribe of people who were given the power to controls water, which in this they would all be arrested. Jessica is a helpful, kind(ish) soul would wouldn't fight, unless it is needed. She does however have a bit of a rebel like personality, But she does try to keep it away.
