Currently Cedric won’t have any clue where he is- they were headed elsewhere to handle something (I’ll be keeping that a secret for now ) when the ship wrecked. Once he gains some awareness of where he’s at and that his brother wasn’t among the dead, he’s going to try to finish the quest the two had started on in hopes his brother will know to do the same and they could meet back up.
While it isn’t intended to be enemy territory, Cedric would be known solely because of his home constantly searching and contacting other kingdoms to find their runaway princes. But any nobleman with that kind of status is bound to have enemies, so perhaps along the line he’ll happen to run into some trouble that comes with the name.
The captive vs safety depends on the flow of the storyline- for now they happen to start on the beach, and given Cedric’s nature, if faced with local authorities he would almost definitely surrender (can’t say the same for Raed), though he may try to channel his inner Jason and fight back. He’s not much of a fighter though, let’s be real here, especially not with heavy weapons. He’s more into short swords and bows. He has some level of magic in his veins HOWEVER he has pretty terrible control; the most he can do is conjure up a bit of light, anything more he gets too anxious and it backfires.

I was thinking and feel free to say otherwise that Opal finding Jason and bonding with him before setting out together to find Cedric would make an interesting dynamic. I've just been thinking on that one, although I know you did say you'd prefer to keep it slightly towards Cedric so if you want Opal to turn up near Cedric then I'll do that.

Absolutely, I think that’d work just fine! I’ll include a part for him in the starter. Cedric won’t be too fond of anyone Jason meets alone, purely because of his brothers trusting nature, so it’ll make him wary to have this stranger showing up alongside him.
My stepping in was to send Calico n co to capture these castaways for slaves, drag them to town or city ... only for cruel lord Karadoc to accuse rogues of theft... All castaways belong to the local lord.
Once behind bars they may escape or barter their way out with the less than honourable guards
Maybe calico is forced to pay for "all or none" freedom... Cenrid and crew adding a hefty sum to pay
Gives way for the royal guards / knights to confront or recapture the runaways later on by noticing / recognizing them
