I'm mostly looking to expand his background, maybe get them a guardian to help him grow up. I do have a bit of a plot, but if it doesn't suit what you're after you can offer something.

Characters
Your character can be human, or monster, however, if you are playing with a human, they must be either a kid or an adult, as Eko does not like adults. Unless you happen to want to play as a Monster Hunter or a Cryptozoologist.
Location and Grounding
Monsters do exist in this world, and are somewhat known among humans, but are seen in a more...darker tone than what they actually are. Magical Creatures have been hiding themselves away for years until a worldwide incident occurred involving a Monster Hunter revealing an important person on live television of being a monster. Since then there have been some attempts of communication between worlds, but mostly the main law that has been set:
"Do not approach or interact that of which you don't understand."
Since them some monsters have come out of hiding, mostly the smaller one's if anything. Monster Hunters have earned a sour reputation among most Magical Creatures as Murderer's, while most humans see them as protectors of the Overworld. Monster Hunters are called in to deal with wild or rambunctious monsters, that purposely cause trouble and harm to others. Leaving tensions high between both worlds.
My Plot
In the modern days, most creatures stick to their own kinds, and keep to themselves of their battles and such. Even though there are many hybrid monsters that wander as outcast in the world.
That being said, Eko is without family currently, as several months ago word spread out where they were once living and eventually their family was found out. Eko's parents sacrificed themselves to get Eko to safety, into a pond not too far from where they dropped him off. Eko is unfortunately hopeful that his parents would return as they said.
The plot can go in many directions, there are many monster hunters in the world, so it might get messy. I'm mostly looking to fill out more of Eko's background an personality. I just figured this could help with building the world he's in.

Magic is rare, but not unheard of. Mundane characters may or may not believe in it. Magical characters may form small and exclusive pockets for study, protection, etc.
Modern
Distant war may be part of the setting, but any scenes that happen to involve combat will likely be summarized, not played out in detail.

It's a shame this is closed already, because I have a bunch of characters that might work with this. Ah well.
